Graeme Anderson
Founder

A native of Annan and a local resident, Graeme is the visionary for CX Power and Chapelcross, as well as an award-winning construction veteran respected across the industry.

Graeme has over 40 years’ experience in the construction sector in the UK, Europe and the US, and has a long and exemplary track record of providing strategic construction advice to some of the biggest brand names in the world.

Graeme founded GA Consultants in 2022 and is CEO of CX Power. Previously, he was a Board member of an international multibillion-pound construction and consultancy business. There, he was responsible for data centres, pharmaceutical and biotechnology business units, demonstrating high levels of success under his leadership.

He works personally and closely with clients during development, design strategy, procurement and construction delivery.

Max Anderson
Director

Max left Annan Academy to pursue an apprenticeship in the construction industry in instrumentation and control. He quickly established a reputation for technical expertise, reliability and a proactive approach to problem solving, and soon became a crucial key team member across a wide range of sectors including energy, pharmaceutical, rail, and data centres.

Max has experience of large-scale projects and programmes from conception all the way to handover, including design coordination and compliance,  site management, commissioning and stakeholder engagement.

As Director at GA Consultants, Max leads with commitment to technical excellence, operational efficiency and client-focused delivery. His experience across diverse, high value and mission critical projects positions him as a trusted advisor to clients seeking robust project oversight and dependable outcomes.

Daniel DuncanBSc (Hons) MArch PGDip
Project Manager

Dan is a registered architect with a Master of Architecture from the University of Dundee and a Postgraduate Diploma in Professional Practice from the University of Westminster. He was recognised as an MIPIM Challenger in 2024, reflecting his commitment to forward-thinking approaches within the industry.

As Project Manager at GA Consultants, Dan draws on his architectural background to provide a strategic overview of complex developments, allowing him to engage critically with design proposals while maintaining focus on key project drivers, including programme, risk, and stakeholder alignment.

John LindfieldBSc CEng MICE
Construction Director

John is a Chartered Engineer and Member of the Institution of Civil Engineers. He has over 50 years’ experience in the engineering and construction industry, including extensive international contracting and management experience.

His experience has been wide and varied, including nuclear, pharmaceutical, oil and gas projects upstream and downstream, petrochemical, civil infrastructure projects and marine facilities with owner, operator, contractor and consultant.

With John’s proven track record of complex civil engineering and large-scale infrastructure projects, John supports the team with a depth of technical, managerial, and strategic expertise that is rarely matched in the industry. He brings an exceptional ability to navigate challenges, foresee risks, and deliver projects with precision, control and confidence.

Rodger QuernsMSc MRICS
Enterprise Programme Management Office Director

Rodger is an award-winning Programme Director with more than 25 years of experience leading multidisciplinary teams in the delivery of major infrastructure and digital transformation programmes, including projects exceeding £1 billion in regulated and safety-critical environments. He has a proven track record of directing complex, integrated teams and was instrumental in the development and implementation of the industry-recognised Portfolio Office for the multi-billion-pound Integrated Rail Plan (IRP).

He led the team that undertook the innovative consents and Environmental Impact Assessment (EIA) processes for some of the UK’s largest infrastructure programmes, as well as overseeing the most extensive public consultation and decarbonisation initiatives in the history of Scotland’s rail network.

Rodger is passionate about delivering a lasting positive legacy through the CX Technology Campus development. He is committed to maximising benefits realisation and creating meaningful outcomes for the local community. Drawing on his extensive experience, he will establish and lead a high-performing, multi-organisation supply chain aligned around a shared vision and common objectives. Building on long-standing relationships with key partners, including Hoare Lea, Rider Levett Bucknall (RLB) and Quad, Rodger will foster a collaborative environment that brings together suppliers and stakeholders to optimise project delivery and ensure the successful achievement of strategic goals and outcomes.

Pamela Lewis
Senior Project Manager

Pam is a senior infrastructure and energy leader with extensive experience providing strategic oversight, governance, and delivery assurance on complex, high‑stakes programmes. Born and raised in Dumfries and Galloway and educated at Lockerbie Academy, she combines strong regional roots with experience gained working for an international energy company, supporting oil and gas and energy transition projects across a global portfolio.

 With deep expertise spanning project management, construction, commissioning, and governance & compliance, Pam is recognised for bringing clarity, structure, and confidence to challenging delivery environments. She has led multidisciplinary teams across the full project lifecycle, from early strategic definition and executive decision support through to construction oversight, commissioning, and handover.

As a senior member of the CX Power team, Pam is a collaborative, results‑driven leader with a strong safety culture and a commitment to continuous improvement. Her experience on mission‑critical and regulated infrastructure projects enables her to act as a trusted advisor to clients, supporting robust decision‑making and the successful delivery of complex capital programmes.
